I have the honour to inform Your

Lordship that both the Colonial Treasurer and the Post-

-master-General are of the opinion that a triennial

inspection by the Local Auditor of the Postal Agencies of

this Government in China other than that at Shanghai, will

be a sufficient check and that the present annual inspect-

-ions involve a waste of public money and time. I have,

therefore, to request that Your Lordship will be good enough

to obtain the sanction of the Comptroller and Auditor-

-General for the proposal that in future the tour of the

Local Auditor to ports other than Shanghai should be tri-

-ennial only.
